Johannesburg - The skills gained from the infrastructure developments for the World Cup soccer tournament have enhanced South Africa's ability to tackle mega projects.

This is one of the principal benefits the country will derive from the soccer tournament, reckons Finance Minister Pravin Gordhan.

Total expenditure on the tournament amounts to R33bn, most of which has been spent on stadiums (R11.7bn) and transport (R12.95bn).

About 130 000 jobs were created in constructing the stadiums.

The construction of the stadiums brought social benefits worth R7.4bn, R2bn of which went to low-income households.

The effect of the soccer tournament on real GDP growth between 2006 and 2012 is 0.25%. For 2010, real GDP growth is 0.4%, and the spectacle will contribute an estimated R4.9bn to real GDP.

This is based on the premise that the tournament will attract 450 000 visitors.

South African Rugby Union President Oregan Hoskins has headed a drive for more accountability on transformation, with provinces now having to account for every cent spent on transformation in their unions and a scorecard being kept on who succeeds and who fails.
Hoskins puts this forward as one of the major reasons why he is standing for office again next month, and believes he needs to “finish the job” which he started in transformation as well.

“To drop it now would be almost negligent and reckless,” Hoskins told SuperSport.com about his transformation plan, explaining the far-reaching steps it had travelled already since its implementation. The strategic funding policy was central to achieving these adjectives, he added.

“In 2006 we started off with a transformation plan and all 14 presidents and Saru signed a charter on transformation,” Hoskins explained.

The PAC has come under fire after messages urging the killing of whites were posted on its Facebook site.

The party says it will not remove the offending posts.

The messages, which said an army of about 3 000 people was standing by, ready to kill white people within 24 hours if requested to do so, were still on the site after a Facebook user alerted the administrator to the messages.

Constitutional law expert Pierre de Vos yesterday said the messages were a "clear-cut" example of hate speech and that the Facebook posters, as well as the administrator of the site, could be taken to the equality court if they refused to remove the messages.
